Sometimes a blanket rule leads to the opposite effect.

Boat disasters from having too many lifeboats.

During the Irish potato famine, food was exported at an extremely high and profitable rate. Legislation requiring landlords to feed the folks who worked their land led them to fire those folks to reduce what they needed to support. And because there was a famine food prices went up so lots of other non potato foods good exported at a higher rate to help pay for the food they needed to buy to support existing workers. ¯_(ツ)_/¯
